<p>In the book "Scourge of the Gray Quarter" mentions that the Dunmer themselves descended into squalor due to laziness. It kind of makes sense since the outside of the buildings in the Gray Quarter looks fine, but on the inside it looks like no one done any maintenance for years. This could imply that the Snow Quarters, before the Dunmer moved in, wasnt always a slum in the back alleys of Windhelm. </p>

<p>Scourge of the Gray Quarter could be just propaganda, as the book it's self points out Windhelm is the only place the Dunmer haven't managed to assimilate into (of cause it could also be completely true or somewhere in between). </p>

<p>Its definitely the poor side of town, although whether thats due to the rents being cheaper the Dunmer live there or are they disciminated against from trying to attain higher status so they're trapped there? Certainly the Argonians appear to be forbidden from entering the city, or do they just prefer living in the docks bunkhouses? The Dunmer would have been resident before Ulfric took power but were the Argonians? </p><p>Its unclear, like much else in the game its left open to interpretation theres certainly no clearcut answer. </p>

<p>The Argonians aren't forbidden from entering Windhelm, as you can see them doing so from time to time, but they're forbidden from purchasing property inside the city, due to a decree Ulfric issued. </p><p>I doubt the Argonians could actually afford to either way, but in principle it's still a dick move. </p>

<p>The hardships that the Dunmer have suffered, the eruption of Red Mountain...Man, it really does make you have pity for their race and feel sorry for them, huh? Hearing the sad music traversing the ash beaches of Solstheim in the Dragonborn DLC, seeing all of the dead plants and shrubs, the skies covered in ash...It really does seem like the gods have abandoned the Dunmer, like a curse of misfortune. I truly feel sorry for them and I hope things get better for them in future games. </p>

<p>You're overthinking this a bit. The Dunmer seem to fairing quite well in the Dragonborn DLC, on Solstheim. Even more so when the Dragonborn comes and solves a plethora of issues Raven Rock was facing. This includes the restoration of the Ebony Mines, clearing the tribunal temple of the Ash Spawn, neutralizing the threat that General Falx Carius posed, as well as the eradication of the Severin assassination plot. </p>

<p>The Dunmer rebuilt with their own hands on Solstheim while in Windhelm, the Dunmers who worked show that they are great at administer level work which is something the Nords typically don't seem to like to do since most of these level work are paper work and rarely see action that the Nords like. </p><p>I see the hate some Dunmers has for the Nords before the Civil War concludes as a hidden problem, a chronic disease, tumor growing in the city. </p>

<p>The Nords treat the Argonians so badly that even the Dunmer--a race the Argonians have shared a mutual hatred for--feel bad for their condition... </p>

I've never heard about this before!  When/Where is this mentioned? </div> <p>When you first ente windhelm yo´ll see an nord who blames an dark elf for not taking side in the war. if you decide to talk to the dummer/dark elf afterwards and chose the right dialogue option she will answer that the nords not only have a grudge against the dark elves but the argonians as well </p>
