Still the Daggerfall Convenant wants to make the Empire a wealthy country, just like Imperials. The Nords and Argonions from the Ebonheart pact aren't real merchants.
Daggerfall Covenant for sure. Like people have said above, the Imperials would be interested in this new profitable Empire.
I think the packt because like some one above said there not real traders. The imperials would own all the trade markets and bge ontop of the food chain with no competition
It depends on what sort of Imperial you are: keep in mind that there are two primary cultures in Cyrodiil, the martial Colovians and the political Nibens. Colovian culture shares much in common with Nordic culture, and thus would be more at home with the Pact. Nibens tend to be more focused on profit and politics, and thus fit more with the Covenant.
Imperials fit more in EP in my opinion, since they need leadership like an imperial (joke). Idk, maybe it's because there are more imperials there and they might have sided with the EP... Basing this on the imperial base prison in the black marsh are

sucks that they would pull something like this and make the Imperials, who everyone knows would be the most popular faction, off limits. It was bad enough making the Imperial race DLC only, but then to cut them out of the playable game completely was like destroying the crown jewel to prevent it from being stolen.
Even as a Daggerfall pact, if I had a dime for every time I had to fight a bunch of Imperials against my will. The illusion of choice isn't even attempted. But, If you close your eyes, and drink a half gallon of bourbon; you can pretend your playing an elder scrolls game. The choices are inconsequential 99% of the time. I am wary of the RPG games, sucking the life out of people. The grind is as thinly veiled as the illusion of choice, but above all else, if the lore was there, if the world was immersive enough, all that could be forgiven. But it isn't, it feels like a giant mini golf course! A Tamrial themed roller coaster, traveling briefly through each area. The game is so afraid of confronting the player with a real choice, with real consequences that it renders every interaction mute by negating all of the outcomes. I was never even given a choice to pick a side. The game just forced me to pick a faction at random without even telling me what the FK was going on! After searching the internet for information the game failed to give me as I played it, I find that the choice of faction like everything else is mute! Just like your choice of race!
