Since the Argonians' souls are basically recycled through the Hist after they die, wouldn't that mean that a descendent of the Last Dragonborn (considering they were Argonian) would also have the soul of a dragon, giving them the same abilities?

Any type of passing on of the Dragonborn status i would say no as its a gift from Akatosh (probably for the sole reason of stopping Alduin), but i don't really know.
From how it's described in the novels and in ESO, it's a bit more complicated.
When an Argonian dies, their sould travels into the Hist. The Hist then gains their memories, to be passed on to future generations if there is great need (i.e the Hissmir Hist showing the Vestige how to power the city's defences with Hist Amber to repel the Dominion attack), but it's not reincarnation or recycling. The soul goes into the Hist and essentially becomes part of it, it does not go into a newly hatched Argonian so far as I know. Each new Argonian is a new being.
I think if the last dragonborn is an argonian, he is one of the argonians born outside and not connected to the hist, because the dragonborn has literally the soul of a dragon
