Also you can get rid of the Dark Brotherhood by starting the quest, Destroy the Dark Brotherhood. If the Falkreath Sanctuary in Skyrim is the only inhabited sancuary since the rest were destroyed, you technically destroyed the faction unless they appear again in TES 6.
