The Altmer are a possibility. They had the Second Aldmeri Dominion, an army so strong that Tiber Septim had to use the Numidium (which is a creation of the Dwemer actually) to defeat them.
The Chimer have defeated the Dwemer during the Battle of Red Mountain.
The Ayleids also made great strides in their own right. If the barsaebics hadn't been removed from power* Tamriel may have never seen another empire of men. They built enormous teleportation networks and preserved knowledge of dawn magicks.
The latter might be why they managed to create the strongest tower (don't know if it was out-of-game stuff though that spoke of how the structure of a tower in a wheel of eight towers enhances its powers).
The altmer may have inherited part of that knowledge/culture as Online introduces items of the altmer much similar to their ayleid counter parts.
The power of the Maomer is unknown though Orgnum might be truly immortal, they have control of sea serpents and, if one believes certain books, use exotic technology adapted to their homelands, much like how the dunmer have developed quite differently.
The sinistral elves once ruled over the yokudans, their powers and cultures are quite unknown though they are connected with some exotic sand magic iirc. Might also be that the hiradirge inhereted their stone magic, which is put forth as one of the things that might have destroyed most of yokuda, from the elves considering how the only race of man known for their inherent magical prowess are the bretons which are of elven descent.
*as large scale divine intervention apparently only happens if daedraphiles cause much suffering to aedraphiles because of how the alessian slave rebellion played out vs. how the last stands of the snow elves and aldmeri dominion played out.
The dwarves were definitely the most advanced elven race, but i'll take a look at all of their kin:
Altmer: these are probably the most culturally advanced of the currently extant elves. they built great works like the crystal tower. i'd say they come pretty close to the dwemer.
Bosmer: in all honesty, the bosmer are little more than savages. the green pact seriously holds them back in terms of advancement. not close at all.
Chimer/Dunmer: these mer were the closest to the dwemer in terms of politics and geography, but were miles apart culturally and technologically. though i guess they have advanced a lot in time, and since they can count Sotha Sil among their ranks, i'd say they are as close to the dwemer as you can get
Orsimer: lol
Ayleids: had a very advanced society in terms of magic, but they weren't all that invested in technology like the dwemer were. they were advanced, sure, but i wouldn't say they were close.
Falmer: they were supposedly an advanced civilization, but i feel like we don't know enough about them to make an accurate judgement
We don't know enough about the maormer or the lefthanded elves to really make a judgement
The Ayleids.
^^Ayleids had airships. I think it might be the most advanced construction made by a mortal race (excluding the Dwemer of course).
The Falmer are the Snow Elves, which were destroyed by Nords and seeked refuge to the Dwemer. Snow Elves could never really rival the shear mechanical might and genius that the Dwemer posess.
The Ayleids are a tricky case but I believe they could stand a substantial amount. They took over a large continent as their own and was seen as the most revolutionary and hopeful race, they have tight deals with other Daedric Princes and apparently someone who's father is a god from another Calpa. (which doesn't really make sense.)
The Orsimer are orcs, They're strong, sturdy, and respectable, but wouldn't stand a chance.
I don’t think any of the elves present in Tamriel could defeat the Dwemer but maybe if we learn more about left handed elves or sea elves, we could find out if they defeat the Dwemer.
What do you think?
