Alright here’s the situation: You are the Dovahkiin. After helping the Stormcloaks take control of Skyrim (and later killing Alduin), you challenged High King Ulfric Stormcloak to a duel and killed him. You are now High King of Skyrim. What do you do?
Edit: for this scenario let’s just say the Empire made peace with the Stormcloaks and withdrew all forces. Skyrim is completely independent of Imperial control and Thalmor influence.
Well let's see here...
1. Fix Skyrim. No seriously, Skyrim looks like shit. Everything looks like it's about to fall apart. There's also a bunch of forts but no one is actually manning them. So I'll hire the Companions (for free, cause I'm Harbinger. Might even join them if I'm bored.) To clear out the existing forts of squatters so we can fix them up. The only exception is the Forsworn. I'll get to that in a minute.
2. Invite the Empire back into Skyrim. Tell them I was on their side the whole time, just playing a long con with Ulfric. His presence as my undead Thrall may help that. While they are coming in, fix all the racial relations in Skyrim. Even Khajiit. Except the Forsworn. I'll set them up nicely in just a minute.
3. Use my Guildmaster and Listener status to cause "accidents" to happen to the Thalmor in Skyrim. Big, bloody, "accidents". Also sell their stuff cause it's shiny, should fetch a good price. While I'm at it, I'll start talks with Raven Rock and the Skaal to consider being integrated back into Skyrim. If they accept I'll have a steady supply of Ebony and a few other neat stuff. Although tbh if they refuse I honestly wouldn't care all that much.
4. Make the Blades the official local army of Skyrim. The Thalmor will be too occupied to do anything about it, and with all the dragons still flying around, it does make a pretty good amount of sense. I'll also fix relations with the Forsworn at this point by making a new Hold made up of the northern half of the Reach, and the western half of Hjaafinger. This will be their own Hold where they are free to make their own cities that abide to their customs, whatever that entails. I'll also give them the honor of self defense, giving them sole right to man any forts in their region.
5. Turn all of my followers into immortal vampire lords,, and send them to my houses with super-strong gear. In case this backfires horribly, or otherwise need a small back-up army.
6. The Second Great War happens. It's inevitable of course. But now I should be able to help a lot.
7. I'm eventually deposed after people find out I'm actually one hell of a sleazy Breton actually. I'm a helpful scumbag, like Han Solo, but a criminal nonetheless. They'll probably notice by the time the war is over I'm not actually aging. If they decide because of the fact I saved their butts a dozen times over to go easy on me, I'll stand down willingly, and just spend the rest of my days going from house to house, Hold to Hold. Maybe improve the guilds while I'm at it. If they decide to try to kill me though... Well I'd like to see them try before I level the whole province.
Replace the Jarls with people I trust, I don't want a rebellion on my hands. I will transform the Jarls into Vampire Lords
Go to Solsthiem and get rid of Miraak, I don't want another Dragonborn in the world other than me. The help from Hermaeus Mora will be helpful too.
Fix up Skyrim, clear out dungeons, repair forts, hire and train more guards, etc.
Fix the Nord's perception of magic. If wizards were more accepted in Skyrim, it would be a better place, maybe create a teleportation network all across the province.
Search for alive dragons and subjugate them. If they disobey, their soul is mine.
Make and equip every soldier with some kind of magic item, whether armour. weapon or spell.
Kill the Greybeards and ban speaking of them, only I may shout.
Repair relations with the empire, there's no point going against them when there is a bigger threat at hand.
With my new army, join forces with the empire to eradicate the Thalmor for good.
Eliminate the Foresworn, they're dangerous to my rule and Skyrim's safety.
Use my Listener status to make people who oppose my rule disappear.
Over centuries (I am an immortal vampire lord), use illusion magic to change people's memories of me and my rule.
When my memory altering has gone far enough, declare myself a goddess and change Skyrim to an autocratic theocracy.
Study ways to actually make myself a goddess on the side.
When I feel I'm ready, launch an attack on Cyrodiil, with my dragons among other troops, it should be easy.
When Cyrodiil is under my dominion, destroy worship of the nine so called 'divines' and instate worship of me.
Fix up Cyrodiil until its running as well as Skyrim.
With my expanded army, move onto my home province of High Rock, during the invasion, kit my troops out with Resist Magic gear so those Breton mages don't stand a chance.
Do what I did in Cyrodiil before moving into the other provinces.
Conquer the rest of Tamriel.
Move onto the other continents, Tamriel was just the beginning.
Using Dunmer teleportation magic, teleport a massive army to Akavir and obliterate anything that opposes me, the continent itself doesn't matter, I'm looking for the Nerevarine.
If they are alive (for this I will assume they are), I will ally with them and transform them into a vampire lord.
I setup the Nerevarine as an important person in my egotistical cult.
We conquer the other continents (if they are inhabited if course).
Using the secrets I've learned over the millennia, I perform the ritual and truly become a Goddess, the Nerevarine rules in my place whilst I go about my divinity.
Create a cup of tea and drink it, I deserve a rest after this.
If any other Dragonborn show up during this plan, my beloved siblings at the Dark Brotherhood will get rid of them quietly.
1. Bend the forsworn and bandits to my Will with the bend Will shout
2. Make the dark brotherhood my personal assassins and the thieves guild my supplier
3. Execute all obnoxiusly entitled people like nazeem
4. Lay claim to the ruby throne by blood
5. Gather all the blades,companions, odahviing, durneviir, forsworn, bandits and the imperial Grand army
6. March on Summerset and subdue the Thalmor
7.Invade the deadlands and coldharbour for having the nerve to attack Nirn
8. Install loyal jarls in every hold and realm
9. Sit back and relax
Unified all Factions: Companions, Collage of Winterhold, Thieves Guild, Dark Brotherhood and Dawnguard/Volkihar into my new Governing body because I'm surely going to finish those quests first.
Then if I become High King... things is going to change mainly because of my Asian influence. As High King, I am the Son of Heavens, God's Chosen ruler and in a way, it is sort of true being LDB.
Block all entry in and out of Skyrim for a few months, only allow trade via sea during this time and even then, put tight leash on migration/immigration. Confiscate all of the Blackbriar's properties and execute Maven for committing treason. She said she was going to try something at the end of the civil war, even if she didn't, just frame her for treason.
Frame Silverbloods for treason because I want their properties and wealth too! Take the wealth I've gotten from Blackbriars and Silverbloods to build up Skyrim because it is shit.
Create two Unified Organizations one for defense against external threats, another for keeping peace and order within Skyrim itself.
Setup a Parliament in middle of Skyrim that is compulsory for all people in power to attend every year. Everyone is now responsible for security throughout Skyrim. The Jarls, Generals, High ranking Mages of College, high ranking Thieves Guild members needs to head to my Parliament yearly. Security is now their business.
If the Jarls of Skyrim such as the Stormcloaks Jarls (their Holds are more shitty) are either too useless or doesn't care about the people, I'll force them to care.
But when I make them give and work, I will also give them perks. The Parliament rule certain aspects of the entire Province. Those who do a good job have a chance to get greater say (power) in the parliament and this is a promotion. A King in a Hold or power over entire Skyrim? Let the politicians choose for themselves.
Also unification means I'll be making them pool their resources together to better the entire Province.
Give Skyrim 10 years, it'll really be in a better position than the time they conquered the Nordic Empire.

1) Return Dragonstar and Elinhir back to the Redguards.
2) Try to negotiate with the Forsworns and at the same time lock up the Silver-Bloods.
3) Replace the sycophants, idiots, closed-minded and blinded by pride Stormcloaks jarls with ones I can trust.
4) Eradicate the racism in Windhelm and sentence anyone who disagree with me to death.
I didn't address Forsworn in previous post.
As I said I want unification and centralized government, the Forsworn... their Culture must be eradicated fast and ruthlessly. A necessary evil that must be taken on by any High King who truly wants Skyrim to prosper in this situation.
Go down in history as an ambitious, powerful hungry politician, a traitor who commits regicide? Doesn't matter as long as I deliver the necessary, cold, ruthless, mechanical iron fist.
This is going to be a hard time that will make your Dark Ages look like vacation without infinite budget. While trying to rebuild a shitty Skyrim, you have the Empire who is just on a temporary truce with you - I don't believe the Empire who is used to have Skyrim's Nords at their beck and call to give up their sovereighty so easily.
No matter how beautiful they spin the words, I will assume they treat Skyrim's independence as temporary loan until the Aldmeri threat is dealt with.
Building the economy and the military for the worst case scenario of full blown blockade + Invasion with the self-proclaimed Strongest Military force in Tamriel. Yeah, it doesn't look pretty at all.
Make Skyrim Great Again.
No but really, try and make things much better for races other than Nords.
Use my power to explore the world and entertain myself.
I assume in the scenario where you choose to challenge and kill Ulfric in a fair honorable duel, you wish to take on the responsibilities of ruling Skyrim believing that you can do a better job.
That means doing the job of ruling the Province properly. So I will view the situation very seriously and come up with solutions I think is best for the Province in the long run.
By obliterating the Imperial Legion and killing one of their Generals, I believe the Stormcloaks have become an enemy that must be eradicated sometime in the future in the eyes of the Empire.
Therefore all truce or peace agreement should be viewed as the 'marriage' Stalin and Hitler once had. Combined with so many things wrong with Skyrim in 4th Era 201st year, I totally see hands tied full.
If you don't want to do it, stay out of the civil war altogether. Don't even talk about the petty politics between the two stupid factions.
If you want to bother, then be thorough with your job. The Empire will be eradicated and the new Nordic Empire will be permanently safe from the Medes' Empire.
