I think what Martin did was prevent the kind of stable portals we see in TES 4. The portal to the shivering isles didn't violate it because things only went in; nothing originally from the isles came out.

About the mediawiki migration, that's nothing to worry about. maybe some things will change, but nothing substantial.
We don't know why the Maormer stopped interacting with Tamriel, but there's no reason to think they're no longer around.

You can turn down the difficulty in the settings
They are made by people. A wizard's staff is made for us in Oblivion, and Neloth has a staff enchanter in Dragonborn.
