The dragon break. Time broke, creating several different... parralel universes... if you will, resulting in almost the entire 2nd and 3rd millenium of the 1st era to be lost, but all the tinelines had the same result: the akaviri invasion and the founding of the reman empire. Time. Broke.

So the thalmor's vietnam. Iy would be a good stratigy for the alliance. If they coulf hold hammerfell and then the valus and jerall mountains, the thalmor would eventually have to give up.
The redguards did beat the thalmor on their own, so its not out of the question. But yes, without the empire, the dominion would win. The strenghth of the alliance will just determine the length of the war.

Hammerfell is an ally of the empire. As seen in skyrim, the nords and redguards arnt exectly freinds.i think an alliance between high rock, hammerfell, skyrim, and morrowind would be most likely. High rock would probably be the leader, since the brentons arnt known for being very racist. They would probably hold the alliance together. At this point the empire would be pretty much gone. But still there is one important goal: DONT LET THE WHITE GOLD TOWER FALL, IN CASE OF A LITERAL OBLIVION CRISIS.
I think the stormcloaks know that if the empire collapses, then the thalmor will swoop in. And we all know that the thalmor in the imperial city leads to bad things.
Riverwood was founded in the late third era. Like many real-world cities, they had their prime. Combined with gameplay restraints, the oblivion crisis, and probably a fracyion of the population killed on the great war and more off fighting in the civil war, riverwood seems to have been on decline for the past 200 years or so.
