Walkthrough
You are to kill a Dunmer named Alval Uvani. This quest can be rather difficult for two reasons. One, your target is a traveling merchant; as soon as you fast-travel to his location, he'll most likely be somewhere else. A schedule is included with your orders to make him easier to find. Otherwise just jump on your horse and ride to him instead of fast-traveling. The second problem is that he is a battlemage (a master of destruction magic).
The order suggests to put out some mead (make sure no other food is around) and let him drink it. As soon as he drinks the mead, he's paralyzed (he has a nasty allergy to honey), from which you can finish him off.
Or, alternatively, you can simply kill him should you have the strength. However, this is best done when he is not in a city.
Another option is available however. Acquire a poison apple and use the same strategy as the mead, but instead this time, you don't even have to finish him off, and therefore avoid risking trouble with the law.
You can also travel to whatever city he is in and wait for him to leave the city to travel to his next destination. Once he is far enough out of town, you can kill him with no bounty.
As a wandering merchant, it is possible he has been killed by a beast or oblivion creature before you start the quest. If this happens, you will immediately be notified of his death upon starting the quest.
A relatively easy way of dealing with Uvani, without much effort, is to simply follow him (as he leaves whichever town he currently resides in) until he comes across a bandit or wild animal - and watch as it butchers him. Also, it's a good way to distract/weaken him so you can move in for the killing blow.
For your reward and next set of orders, head to the market district of Imperial City. Behind the Stonewall Shields shop, you'll find a hollowed-out tree stump containing your reward and next orders.
