Walkthrough[]
"<This bottle seems out of place, balanced on a dagger. Something seems to be inside.>"

When approaching Pa'alat, you will find a bottle balanced on a dagger stuck to a tree. The bottle will contain a note; read the note and it will tell you, "The eagle's eyes watch the main road into this den of inquisity." It will tell you to meet someone there to help the Eyes of the Queen see the truth.
Head to the southeast of the area, near the road. You will find Cariel there; speak with her and she will tell you what is going on. In the town here, there is a former Eye of the Queen who is suspected of going rogue and selling Dominion secrets to the other alliances. Cariel will put on a disguise and lead you into town; speak with her again once inside and she will tell you to search the quarters of the Daggerfall Covenant soldiers for evidence of correspondence. They have two guards posted, Legionnaire Andwulf and Scout Irvina, but Cariel will tell you how to deal with them. Andwulf is easily intimidated and Irvina can be distracted by the men of leisure around the camp. You only have to get rid of one of them to get in. Once inside the lodge, start looking for evidence.
The evidence you are looking for is in the chest on the left side of the room. It will indicate that the Pact is facilitating Krin Ren-dro's undercover visit to Riften. With this evidence in hand, return to Cariel. She will tell you how to get into the Daggerfall Covenant lodge. The two guards outside the lodge are Scout Quinton and Scout Seyran. Scout Quinton will let you in if you tell him you are there to meet the captain's sexual needs, and Scout Seyran will abandon her post if you persuade her there is a keg of booze you're hiding nearby. Once in the lodge, you will find the evidence you need in the chest by the bed. Bring all the evidence to Cariel in the center of town and she will tell you what should be done next.
The next step is to steal back any Dominion documents Ren-dro may have stolen. His manse is crawling with guards though, so you need to cause a distraction. Head into the guard camp to the north and set the crates there on fire. This will cause the guards there to turn hostile, so you will have to dispose of them. Once four of the crate piles are on fire, head into Krin Ren-dro's Mansion with Cariel and start searching. You will find what you want on the top floor, on the table on the southwest side. It is a note called Dominion Intelligence Topsheet. Once you have found it, Cariel will tell you she found something on the backside of the mansion; meet her there and she will show you the hatch to a secret lair. Head inside and fight your way to the other side of the cave.
There, you will find Ren-dro together with General Cassel and General Bathes-In-Blood from the Daggerfall Covenant and Ebonheart Pact, respectively. Kill all three, then leave the cave and talk to Cariel to finish the quest.
