Bal Foyen is a coastal zone in the province of Morrowind in The Elder Scrolls Online. It is the second of two smaller zones that make up a part of the Ebonheart Pact's story, the first being Bleakrock Isle.

Bal Foyen is a volcanic landscape of towering fungi, ash-filled winds, and many native creatures, such as kwama, netches, rats, and guar.[1] Once nothing more than a wild expanse of marshland, much of this small region of Stonefalls was granted to freed Argonian slaves upon the creation of the Ebonheart Pact.[2] The soil has been fertilized by the ashfall carried by the winds from Stonefalls, making Bal Foyen an ideal place for farmers and herders.[source?]

The Argonians who now make their homes here have established small farming settlements of shabby mud huts, built up near their guar pens, and grow saltrice and other crops in the fertile soil of the former wastes. The zone is also home to Fort Zeren, a fort built by the Dunmer to protect both Bal Foyen and Davon's Watch from attack.[1]

Bal Foyen features a series of zone story quests and unrelated side quests. The zone story quests tie into the Ebonheart Pact's overarching storyline and carries on from Bleakrock Isle before continuing to Stonefalls. It is not necessary to complete the story quests for zones prior to those in Bal Foyen. Side quests are non-sequential and can be completed in any order, except where one carries on from another.

Pieces from overland sets are acquired from bosses, Dark Anchor chests, locked chests and as quest rewards. Public dungeon bosses drop a shoulder or hand piece, or a weapon; delve bosses drop a waist or foot item; world bosses drop a head, chest or leg piece, or weapon; and Dark Anchor chests drop a jewelry piece. Locked chests can give any random set item.

Three Skyshards can be found in Bal Foyen totalling in one skill point. The zone guide provides clues as to the location of each Skyshard, but many can be found simply by exploring and watching for the distinctive pillar of light they emit.

Fish can be caught from fishing hotspots, ideally with the correct bait. Common fish will be caught most often while rare fish and alternative bait are rare catches. Each zone has unique rare fish than can be caught from hotspots. Slaughterfish and trodh can be caught from foul hotspots, dhufish and longfin can be caught from saltwater hotspots, silverside perch and spadetail can be caught from lake hotspots, and salmon and river betty can be caught from river hotspots. Chub, minnow, shad and fish roe can be caught and used as bait from foul, saltwater, lake and river hotspots, respectively.
