Balmora Blue is an illegal contraband that can be found through the Thieves Guild during a quest The Dainty Sload. It is planted in a footlocker of Volf captain of the ship and has the effect of restoring 25 points of stamina. Also stamina regeneration is 30% slower for 30 seconds.
The substance is located underneath docks by the Red Wave in Solitude where it can be bought from the owner of the Red Wave. After buying it is underneath the dock next to the Red Wave. It is sold for 1,500 Septims, but it is possible to find the chest under the docks and lockpick it. This chest has an Expert level lock. You can also pickpocket the key to the footlocker from Sabine on the deck of the Red Wave.
It is considered to be one of the few Alcoholic Beverages banned in Skyrim. Balmora Blue comes from Morrowind and the city of Balmora not much is known about the substance except that Moon Sugar is used to create it and has been made so the potency is increased.
Notes
- After completing The Dainty Sload quest, you are able to venture back to the Dainty Sload and retrieve the bottle of Balmora Blue from the chest you planted it into. It will not be considered a stolen item and can be stored anywhere.
- Despite the fact that Balmora Blue is considered very rare and described as "beyond priceless", it has a minor value of 68 septims.
