The Blacksmith's Apron is typically worn by blacksmiths around Skyrim, but can also be randomly found in dressers or bought. As well as a red variant they also come in a less common white coloring as well.
As with almost every other kind of clothing, Radiant Raiment can be one location to buy this piece of apparel, in both colors of red and white.
