Its right wing called "Pelagius Wing" is closed due to "strange things happening". It was taken by Sheogorath, when Pelagius the Mad entered it and performed magic there.

Notable loot
There are several alchemical ingredients that can be harvested or stolen inside, as well as many food items that can be stolen. Also, the Surfeit of Thieves book can be found at the bottom of the Pelagius Wing.
