So I heard that certain items are leveled with you. Say I get the nightingale armor at level 20, will the stats scale as I level? Like if the base armor was 10 and I level to level 30 will it go up to 15?

It will stay the same as the first time you aquire the Nightingale Armor.
If you acquired the armor at level 10, and it's base armor was some 20-25, it will stay like that for the rest of the game.
One more thing, if I upgrade a leveled item will it be on par with my level?
If you get the Gauldur Blackblade when your level ten it will have a base damage of eight and the enchantment will be absorb ten points of health, you can temper the sword to improve the damage a bit but the enchantment will always be the same.
Leveled items will always be the same level as when you first aquired them (without using a PC mod).
I also noticed that by creating powerful fortify enchanting and fortify restoration spells it is possible to have your skill/enchanting/blacksmithing thousands of percent higher (per potion) granted only IF you are NOT using the unofficial patches of course.
I had some leveled blades that were weak when I found them but the damage modifier from the blacksmith skill and potions can create a Legendary Weapon with outrageous stats.

This Khajiit dual wielded like a Brianheart and he was not a weak enemy with my dragonborn at level 213. I know he was at a higher level or the same level as my dragonborn.
So most enemies do continue to level up along side whenever you level up.
