I just don't know how you can definitively 'confirm' such a thing without going to the developer's office and video-record the guy who put it in the game stating it is an easter egg, while his hand is on a bible. Even the Easter Eggs page on this wiki is full of speculation.
Who cares? It looks similar. It's named similar. Skyrim is otherwise filled with homages to other video games. I think it's safe to say it's an easter egg.
