If that were so than it should be a two-handed axe like The Woodsman's Friend as that'd be more suited to tree-felling than an axe use to split firewood.
Not saying that you're wrong just that if that is what Bethesda was going for they implemented it wrong.
Suggestion/Hypothesis: One of the first Jarls of Falkreath wanted to become more active in helping defend his/her Hold, probably from Werewolves (There seems to be a fairly wolfish presence there). He/she comissioned an enchanter to design a special weapon that was sharper and stronger against hostile animals. The enchanter, through rigorous training and focus, managed to make a prototype enchantment, which he/she put on a lowly woddcutting axe to test it out. The highly specialized nature of this enchantment however very quickly fell out in favor of similar enchantments with broader effects, such as the enchantment found on Silver Swords and Greatswords. Thus, the axe was lost for a while, somewhere on the border between Falkreath and Whiterun, where it ended up in the hands of a group of poachers in Halted Stream Camp, and then (possibly) in the hands of the Dragonborn, where they (probably) learn the Huntsman's Prowess enchantment.
Okay guys, I have two theories:
1. Clavicus Vile. It was the first attempt at the ruefull axe. It went horribly wrong, so he chucked it down to Mundus.
2. A god older than Aedra, Daedra, Sithis, Anu or Padomey. He was alive before the dawn era. Most mortals are not worthy to speak his true name. To us, he is the creator. It's the almighty Tom Howard!!!

Well, I'd love if any of these theories are true, but the truth is its probably just an enchanted axe. I can't image a daedra created it of anything.
Or someone that knew how to enchant although this is an uncommon enchant probably becuase it's only usefull in hunting not so much battle but an uncommon enchant nontheless. As far as I can tell the onlt other weapon witht this enchant is the Bow of the Hunt. My alternative guess is that the enchant was made by hircine ( why is every one saying Clavicus?)
I'd say the axe was made by an old and possibly insane enchanter, who worked a powerful enchantment to kill a monstrous creature known as the chicken. He used the hearts of a 1000 werewolves to forge a quicksilver edge, which he affixed to a hist tree handle,before placing his wonderous enchhantment into the weapon, but the power was so great that when he struck the chicken, the weapon sent a reflux current through him and sucked his soul into the axe, before becoming inert. And so the axe bears the taint of his anger and the bestial rage of wolves, such that all animals struck are instantly killed or take massive damage

I believe the poachers axe was the favored weapon of a great warrior called by many poacher he would travel the land with his axe slaying anyone who stood in his way. one of his favourite things to do when he was travelling the roads was to kill any animals he saw and drain there soul(using the axe which at the time drained souls) placing it in his satchel full of soul gems which he then used to fuel his axe (which also was enchanted with chaos damage) allowing him to slay all that stood in his way unfortunetly one day his axe had drained so many animal souls that his axe lost all of its enchantments and they were replaced with the enchantment we have today. sadly poacher didn't notice and tried to kill a horde of bandits with his axe but it only dealt the normal amount of damage and they killed him and took his axe and now keep it as a reminder that they defated the great warrior poacher.(I actaully might make a character to play that has this as there backstory and use the same weapons)
