It means she likes you as you did her a favor, with a diffrent maybe you could but Elisif can't be married (without mods or console command on a PC).
at one point in development, Jarl Elisif was a potential marriage partner but 'Thesda eventually removed that option... at least on Xbox and PS3. of course, nearly every NPC you help with their 'issue', they'll say that. to my knowledge, it's primarily the female NPCs that say it. i think a few males say it too but they're few and far between (that or i hardly pay attention to NPC chatter in cities, towns and camps).
I don't entirely believe that she was cut as a marriage option as there's parts of a cut quest to kill her still left hidden in the game, and Corri English voices Elisif and for example Ysolda who can be married so the voice type has marriage dialog for the other npc's that can be married (but it is possible).
Male characters usually say "you've been a good friend to me" instead. Like i said it means they like you the average npc starts of indifferent to you doing something they don't like (like killing a relative) will reduce their disposition, but doing them a favor will raise it. Their dialog will change (each voice has a different line) along with their disposition.
If a npc is marriageable those lines will usually mean they will respond to the amulet, but otherwise it just means you might be able to take some of the items from their home without them minding (the stealing tag will be removed) and vary rarely they may give you a gift.
no you could marry her but was scraped as that would mean LDB could be the high king which meant setting a canonical race gender ect.
That's just the standard greeting characters with that voice actor give you when they're your friends. It can be said by marriageable characters (such as Ysolda or Camilla Valerius), but also by multiple non-marraigeable characters (such as Elisef, Ingun Black-Briar, and Fastred).

I was going to her for the quest to put that war horn at a shrine of talos, and she said "its a fine day with you around", I put on my amulet of Mara only to be disappointed when I didn't see the option for marriage T-T
I was in the Blue Palace looking for Falk when Elisif passed by and said that line. I was like, "Your Highness, are you hitting on me?"
Me too dude. I literally started a whole new game just to see if I could marry her. Ended up marrying Sorex Vinnius instead.

I'll say this for Elisif the I-Go-Where-The-Political-Winds-Blow, she certainly kept her head attached to her shoulders in the physical sense if not the political sense if you go Stormcloakin'. At least Ulfric had the sense to die for what he believed in, power-hungry or no.
