Also yes, Ulfric is extremely proud of his fellow Nords and believe that Skyrim should choose it's own leaders. That is called nationalism, not racism. While the two terms are not mutually exclusive, being one does not make you the other.
Ulfric segregates Dunmer and Argonians just for being Dunmer and Argonians. He doesn't send aid when they are attacked, only when Nords are attacked. His guards don't help the Dunmer either.
Ulfric doesn't think that Skyrim should choose its own leader, Ulfric thinks that he should be on the throne. He doesn't support the Moot unless all the Jarls are his puppets.
To be fair, Ulfirc thinks of himself as an honorable man who deserves to be the leader of Skyrim. He believes that he is right and he wants the good of all Nords.
Whether or not that's enough, is another story.
All in all, to answer to the original question, yes, Ulfric IS capable of ruling Skyrim (a Skyrim for Nords). He is racist towards other races, but can you blame him for wanting to protect Skyrim from thiefs, skooma dealers and murderers? Wander freely the map of Skyrim and count how many Khajit, Wood Elf and Orc dealers/thiefs you encounter. They have a bad reputation. You wouldn't want your son to hang out with a junkie, right? Then again, what about Imperials? The Nords have bowed down to an emperor (Tiber Septim was probably a Nord, but he controlled Imperials) before, and they would have no problem doing so again, if they didn't think the emperor was a coward. Whether their perspective is flawed or not, is another story.
How long will Ulfric rule, if he rules Skyrim? Not many, since the elves would probably attack the Empire right away, leaving Skyrim defenseless. Skyrim has a great geographical position, however the vast numbers of the Dominion would eventually overcome the tired soldiers that survive the civil war.
All in all, is Ulfric a great guy? Some think so, and it's the Empire's fault, as the Empire let down a lot of Nords by accepting the treaty with the elves. I personally believe that Skyrim should stay a part of the Empire, to prove the elves that the human race is strong, united. Also, the people captured by the Dominion's emissaries for worshipping Talos, should be secretly released by the guards. A civil waronly benefits third parties, and there is no acual winner.
