What level are you? I've been able to start this quest as early as level 8. If you're below that, maybe that is why? Also, are you on PC/360/PS3.
I'm level 30, I was also a vampire before I installed the addon if that has anything to do with it.
You didn't mention if the system you're on. But, I can help with a PC solution: Try the console command startquest dlc1vq01miscobjective or setstage dlc1vq01miscobjective 10. If this still doesn't lead to the desired result, it may be that you need to completely un- and reinstall.
Oh sorry, I'm on Xbox. Do you know how to uninstall something and reinstall something without having to buy it again? Can you do that?
If you own the game and the DLCs then you should be able to re-install it if you purchased it from the Xbox live website, or if you have the physical discs.

If I delete Dawnguard off my hardrive, can I download it back after its gone with no cost? I've already bought it I just want to make sure before I delete it.
If you bought it from the Xbox live marketplace, it will be in your games list after you uninstalled it. So, yes, you will be able to if that was the method you purchased Dawnguard.
I've uninstalled it off my hardrive and then went back onto skyrim and accesed the xbox live market place and downloaded it from there and it still is doing the same glitch, any other suggestions?
Maybe it's with the installation of Skyrim itself. I don't know what else to suggest but uninstalling all of it and start off by reinstalling Skyrim, then the DLCs again.
If you didn't want to do that right off the bat, you could make a new character and get them to level 8-9, and see if the Dawnguard quest line will start normally on a new save. If it does start normally then thatwould mean the problem is with your original save file.
