...but... why would he? Ulfric is more honorable to his cause than you think, and would make a much more worthy ruler of Skyrim than Tullius or even Elisif, because he actually understands what makes Skyrim special. He understands the cultural heritage of his people, and would do nothing to stop them from gaining their independence. That's, frankly, admirable.
When one conquers all of Skyrim from the Thalmor lapdogs, Ulfric specifically refuses to call himself High King because the moot hasn't been called. Ulfric also is knowledgeable in the way of the voice.
And yes, I know some of his policies are questionable, to be sure, (especially forcing the Argonians to live on the docks, that move was quite extreme, if one asks me for my opinion) and he may have given some information to the Thalmor during the Great War, but this was because he was captured by them and tortured specifically for said information, and resisting torture isn't exactly easy.
So the prospect of Ulfric Stormcloak hiring a cult to Sithis to murder the Dragonborn is completely ridiculous, as, unlike Maven Black Briar, Ulfric has honor. If it's between a great struggle for independence or the persecution of our race, culture, and religion, I'd have to go with the former.
