He calls you a foreigner if you're a Nord, Imperial or Breton. He calls you an elf if you're a Dark Elf, High Elf or Wood Elf. He calls you a cat if you're a Khajiit. He calls you a lizard if you're an Argonian. He calls you an orc if you're an Orc.
You were in the same carriages as ulfric, and he remembers you from helgen and trying to cross the border, of course Galmar knows
Tbh ngl probably because vampires develop ugly untermensch bat-like facial features, which is a stark contrast to the beautiful, sharp features typical of the average Nord.
So Galmar's confusion is to be expected.
Actually, in base canon the Dragonborn was born in Cyrodiil (though not necessarily meaning that you aren't a Nord, just that your hometown is Bravil or Anvil or somewhere else).
And honestly, Galmar is an ass. He probably thinks everyone else in existence besides himself and Ulfic isn't a Nord. There might be some policy exceptions there, like Ysgrimor or Talos of Atmora, but the jury's still out.
