Uh, I don't think the article makes it clear enough, but you have no use for the "xx" in the base game as it indicates load order. In the base game, all item/NPC IDs start with "00". But when you have DLC or mods, items/NPCs from them receive their own designation (starting "01") depending on the order the game loads them in (which can be seen and changed in the "Data files" section of Skyrim's launcher).
