The only fix was to restart the console and reload a save. (I attempted waiting, fast traveling away and back, and entering a building and leaving, to no avail. After resetting, reloading no longer prevented conversation.)

WalkthroughEdit

The Dragonborn should speak to Lars Battle-Born in Whiterun to begin the quest. He can usually be found running through the city's streets. After speaking to Lars, talk to Braith and convince her to stop bullying Lars. She is often found running around the market place, and the area behind Breezehome and Arcadia's Cauldron. After the Dragonborn has successfully convinced Braith to cease with one of the available dialogue options, return to Lars and tell him Braith will not be bullying him anymore.
