Buy a House in the Imperial City is a quest in The Elder Scrolls IV: Oblivion. For sale is a small shack located in the Waterfront District, on the far side of the harbor wall.
Walkthrough
Speak to Vinicia Melissaeia in the Office of Imperial Commerce, located in the Market District, about buying a house. For 2000 she will give the Hero the key to a house for sale located in the Waterfront District. She will also mention that Sergius Verus at Three Brothers Trade Goods can sell furniture for the house.
Go over to the house to inspect it, and then visit the Three Brothers Trade Goods to buy all the furniture needed at once if they have the money, or to buy whatever they can afford at the time.
