Canonreeve Oraneth is a member of the Thalmor who believes the Altmer as a race is superior to the others and thus is against the presence of the Bosmer and the Khajiit in the Aldmeri Dominion.
After the rest of the Thalmor rejected her idea of overthrowing them, she retreated into Elden Hollow and recruited the help of the local Wood Orcs as bodyguards.
She was later stopped while she was trying to conjure Daedra to destroy the Bosmer and Khajiit.
