Most ceremonial armor pieces are found in royalty display cases or guild halls, usually with Very Hard locks. These items look exactly like the real item and are simply there for cosmetic and decorative purpose.
Enchanting ceremonial armor with shield would provide a high level, cost effective, easy access armor.
