A Khajiit in full chainmail

Chainmail armor is made of interlocking links of metal, forming a light and flexible, yet sturdy armor that provides better protection than fur and leather armor. The armor begins appearing at level six. An easy chance to obtain chainmail armor is during the Main Quest objective of Find the Heir in Kvatch. This is the first time an Oblivion Gate is opened. The soldier that accompanies you, if left to his own devices, will die, and in doing so he will drop a set of chainmail and a special Kvatch Cuirass. Otherwise, you can open the gate and loot the chainmail off the dead Kvatch Guards on the bridge.

All town guards use Chainmail armor (with the exception of Skingrad guards who wear steel) with town specific cuirass. The Knights of the Nine also use a special Chainmail cuirass.

When you are lower then level six you can also obtain it by doing the The Elven Maiden quest in Cheydinhal. The guard is wearing it.
