City-Swimmer is an Argonian who lives in the top level apartment of a three-story building in Bravil. She swims most of the day, exploring the canals in the city, but can be found in her house at night. She is a Journeyman Sneak trainer.
Despite having a female model and voice actor, City-Swimmer refers to herself using male pronouns. Other characters refer to her using female pronouns.
