Counties are the 8 administrative divisions of Cyrodiil. Each of the eight Counties is governed by a Count who resides in the County's capital city. The Counts are largely independent, but swear fealty to the Emperor.

Each County has their own guards, who are members of the Imperial Legion, who can be identified by the color of their uniform and the County crest they bear on their shields and cuirass.

Since the City Watch are all part of the legion, crimes and their subsequent bounties are tracked the same throughout the province. As such a criminal who is wanted in one County is wanted throughout the entire province.

Counties exist, beyond Cyrodiil in places across the Iliac Bay on both the High Rock and Hammerfell side.

Formation[edit | edit source]

The counties as they were at the end of the Third Era were the result of years of evolution within the province of Cyrodiil, many counties having been independent or Cyrodiil-specific kingdoms prior to the formation of the Septim Empire and the unification of Tamriel. It is unknown when the modern borders of the eight counties were set, though each county was prescribed a roughly equal share of land, with most counties being specific to one geographical region of Cyrodiil.[1]
