They can be found in abundance at Lake Honrich, next to Riften. Just swim around for a while and plenty can be collected.

Other locations include:

The many rivers and streams of Skyrim, dragonflies occasionally hover over their locations.
Fish barrels near docks, such as the Riften Fishery.
Can be bought from alchemists' stores, such as Arcadia's Cauldron in Whiterun.
In Apothecary's Satchels (such as the one found on top of a barrel in Faldar's Tooth).
Can be bred at a fish hatchery, introduced in Hearthfire.
In the swamps near the Apprentice Stone west of Morthal.
