Walkthrough[]
After completing "A Special Request," Astara will have a new task for you. You are to meet with Count Carolus Aquilarios in Dasek Moor and discover what he knows about the recent murders. Before you leave though, Astara will ask you to speak with Mirabelle Motierre about the count.
Mirabelle can be found in the same room as Astara. She will tell you what she knows about the Count, Dasek Moor, and The Black Dragon. Dasek Moor is an old fort; the count has a camp there that he occasionally used for unknown purposes. Mirabelle will also tell you that has has been spying on the Black Dragon, though she asks you to not tell Astara about this as Astara would deem it reckless. The Black Dragon also regularly visits Dasek Moor, specifically the Enclave of the Hourglass. You can inform Astara of this spying; if you do so, [?].
Head to Dasek Moor south of Kvatch and meet the count there. He will be in a small ruin north of the main ruin. He will tell you that he already told everything to Mirabelle, but he will tell it to you again. The Black Dragon is working for the Order of the Hour, and they are amassing an army and siege weapons in the Enclave of the Hourglass. They are offering mass pardons to Fortunata's pirates in exchange for them becoming members. The count will tell you that he can no longer keep the Order and Primate Artorius under control, and will ask you to help with the situation.
Head south to the Enclave; you will run into Mirabelle at the entrance. She will tell you that she is here to kill the Black Dragon and avenge Cimbar's death. You can try to dissuade her from going in alone, but you will fail. After the conversation, head in and torch the siege weapons in the courtyard, then head into the enclave proper. You will overhear a conversation where the Order tries to sway a pirate captain to initiate her crew into the Order. Sneak in and kill both Captain Marie Elena and Lieutenant Vinicius; you can probably only get one of them with te blade of woe. The other will have to be fought the old-fashioned way.
After they are dead, proceed further into the enclave and down the stairs to the Basilica of Eternity. Sneak or fight your way through these hallways until you reach the shrine where the pirates are being initiated, then kill the lot of them, including the chanter. After this, head through the door in the south to the Neglected Vestry, then take a detour to your left to burn the pardon edict. After this, head over to the east side of the tunnels; there is only one path there as all the other routes are blocked. You must head through the center room, then head into the northeast passage that turns south. You will see a wamasu named Waarosh to your left; killing it is optional.
Once you reach the square room with the stacks of books, head up the ramp to the top floor. There, you will find an unarmed woman named Lyra; speak with her and she will tell you that the Black Dragon was once a member of the Dark Brotherhood, but she ended up seeking redemption with the Order. Lyra will offer to bring you to the Black Dragon's chambers; follow her there and have a look around. You will find The Black Dragon's Journal on the table here; you will discover that Lyra is in fact the Black Dragon. After you are done reading the book, Mirabelle will show up and tell you she is here waiting for the Black Dragon. Lyra will get her by surprise and kill her.
After this, use the escape tunnel in the Black Dragon's room to leave the dungeon and head back to the sanctuary to tell Astara what happened. This will finish the quest.
