Destroying the Dark Witnesses is a quest available in The Elder Scrolls Online.
Background[]
Defeating the Dark Witnesses can only be accomplished by killing the Hagraven, Uela. Some of the Wyrd Sisters up near Jackdaw Cove have been searching for where Uela is hiding, but they need help.

Walkthrough[]
Upon completing "Beyond the Call," speak with Wyress Delphique. She will tell you that to truly defeat the Reachmen, you have to take out Uela the Hagraven. She will not be able to tell you where Uela is, as the Reachmen have set up wards that block Wyrd scrying. She will direct you to her sisters in Jackdaw Cove when you offer to take down those wards.
Head for Jackdaw Cove in the northeast of the region. Northeast of the Troll's Toothpick Wayshrine, you will find Wyress Freyda; talk to her to finish the quest and start the next one, "Heart of Evil."
