Elberoth is a deceased Bosmer captain who was running supplies for Raven Rock. His ship crashed on the coast, when the crew were attacked by draugr. Elberoth and the rest of the crew were killed. Apronia Alfena is the only survivor from the stranded Supply Ship.

Missing Supply Ship
Gamin Girith claims to have a seen a light off the coast to the northwest; perhaps it's the Supply Ship. The Nerevarine should get this information to Falco Galenus.
Supply Route Problems
Falco has mentioned that the new supply ship has arrived, but the captain, Baro Egnatius, won't budge without some sort of extra payment. Falco has no intention of paying him, and instead wants some sense talked into him. He should be at the dock in Raven Rock.
