Background[]
The Celestial Thief appeared to me and asked for my help discovering why the atronachs that were summoned to destroy the Dark Anchors turned against the mages of Craglorn.
When called to destroy a Dark Anchor in Craglorn, atronachs turned on the mages who summoned them. One mage who escaped believes a Celestial caused it to happen.

Walkthrough[]
After you have been initiated into the Star-Gazers, a woman named Engariel will appear in the Star-Gazers' Observatory. Talk to her, and she will tell you that the Mages Guild tried to summon Atronachs to destroy the Proving Grounds Dolmen, but the Atronachs turned on the mages under the influence of one of the Celestials. She will ask you to investigate the site to find out what happened.
Head to the Proving Grounds Dolmen, which is between the Mountain Overlook Wayshrine and Chiselshriek Mine. Once you arrive there, the Thief will appear; speak with her and she will tell you that one of the mages, Kelmen Locke, survived the Atronach attack and is now being held captive at Haddock's Market, east of Belkarth.
Head to Haddock's Market and proceed into the tower to find Kelmen Locke tied up. The Thief will ask him some questions, but he will refuse to answer her. Talk to him yourself; if you agree to free him, he will tell you how to find out why the atronachs turned on the mages. You will have to find the most ancient of the atronachs; they can be communicated with to some extent. They can be controlled using a Gem of Celestial Command that Kelmen Locke will give you, but they must be beaten first.
These atronach monarchs can be found throughout eastern Craglorn. the Flame Monarch Magdra Ibrai is in Molavar, west of Elinhir. You will find its lair in the southern part of the dungeon. The Storm Monarch's lair is not in a dungeon; it is located just northwest of the Elinhir Wayshrine. Finally, the Frost Monarch's lair can be found northeast of Inazzur's Hold. Once all three have been subdued, head to the site where the mages performed the ritual to summon the atronachs, just south of Falkreath Hold. There, you will meet with Kelmen Locke again, who will instruct you to use the Gem on each of the crystals here to summon the atronachs. The atronachs will tell you that they serve the Mage, but that she has been corrupted by the Serpent. the Serpent has used their power to create a new monarch, the Monarch of Air. He is located in Balamath.
Speak with Kelmen Locke about this and he will tell you what the monarchs just told you. Balamath is located east of the Fulminant Anomaly; head in and proceed to the west of the ruins. There, you will find the Air Monarch Parel Nirus in his own room; kill him, then head back out. You will find Kelmen talking to the Thief; talk to him afterward to finish the quest.
