As long as the player character is positioned adjacent to the revolving Eye at its first appearing location within Saarthal, an unlabeled effect (not listed in the User Interface) allows the Dragonborn to continuously employ concentration spells even though the Dragonborn's magicka statistic has reached zero (examining the magicka counter immediately after ending an otherwise overlong casting displays zero available magicka, but the spell is not broken upon depletion).
