Fadile Balvel is a Dunmer commoner in Hla Oad, Morrowind. She owns a small house there, and is found walking outside. Interestingly, a Nord smuggler named Hrondar Highlander is found inside her house. Any relation between them is unknown, and neither of them has anything to say about the topic.
People around town will say that Murudius Flaeus is often seen swimming near her house and are curious as to what he is doing there.
