In Cheydinhal, wander around near the Fighters' Guildhall and Riverview to spot the Orc in red togs. Ask about rumours and he will say 'Treasure holes... in Cyrodiil?' and give you a map marker. This also supplies Fort Naso. They are both close together and give good levelled items.
