General Tullius is a general of the Imperial Legion and military governor of Skyrim. He can be found inside Castle Dour, in Solitude. He wears a unique piece of armor and carries an Imperial Sword.

Background[]

"Ulfric Stormcloak. Some here in Helgen call you a hero, but a hero doesn't use a power like the Voice to murder his King and usurp his throne. You started this war, plunged Skyrim into chaos, and now the Empire is going to put you down, and restore the peace."

Tullius is an Imperial originally from Cyrodiil, who has been sent to Skyrim by Emperor Titus Mede II to quell the uprising of the Stormcloaks led by Ulfric Stormcloak, Jarl of Windhelm and Eastmarch Hold.

Tullius is first seen at Helgen, presiding over the attempted execution of Ulfric and several of his lieutenants for the former's rebellion against Imperial authority and the murder of Torygg, Skyrim's High King, having just finished speaking with Elenwen, Ambassador for the Thalmor and Aldmeri Dominion in Skyrim. However, Alduin's attack on the garrison of Helgen allowed Ulfric and the other captured rebels to escape back to Windhelm to reorganize. Tullius leads his men in an attempt to defend Helgen to allow the residents time to evacuate, but the soldiers are forced to abandon the town themselves when Alduin proves invincible to their arrows and magic and tears the area apart. Surviving the attack, Tullius retreats to Castle Dour in Solitude to regroup. Alduin's interruption of Ulfric's execution ends up prolonging the Skyrim Civil War as a result.

Political views[]

Tullius is said to be opposed to the White-Gold Concordat and to resent the Thalmor, which he ironically has in common with his nemesis, Ulfric Stormcloak. This becomes apparent during the quest "Season Unending," when Ulfric expresses vehement indignation about the Thalmor being present at the negotiations in High Hrothgar, and Tullius shows a thinly veiled agreement with Ulfric right in front of Elenwen.

Tullius often displays ignorance and disinterest about the history and culture of the Nords. However, if the Dragonborn completes the civil war questline in favor of the Empire, Tullius will mention that even though he "will never understand these Nords," he has come to foster much respect for them, stating that "The harshness of Skyrim has a way of carving a man down to his true self."

Interactions[]

The Dragonborn first meets Tullius in Helgen where he prepares to execute a captured Ulfric Stormcloak and several of his men. His execution was disrupted by an attack by Alduin.

Missing in Action[]

The Dragonborn can find an Imperial Missive which details Tullius being aware that the Thalmor kidnapped Thorald Gray-Mane and has tasked Clan Battle-Born to inhibit any inquiries regarding his disappearance. Should the Dragonborn pursue diplomatic means to negotiate Thorald's release, the Thalmor guards of Northwatch Keep will deny having him as a prisoner and furthermore would refuse to release him unless by order of the Imperial Legion. The Dragonborn can ask Tullius to order his release, but he will deny them the request, stating it would cause far too many problems in regards to the uneasy peace right now between the Empire and the Dominion.

Diplomatic Immunity[]

General Tullius may be one of the people attending Elenwen's party at the Thalmor Embassy.

Season Unending[]

General Tullius will lead the Imperial delegation in Season Unending, to create a temporary truce between the Stormcloaks and the Legion. He is joined by Legate Rikke, Elisif the Fair, Balgruuf the Greater if Whiterun is still under his control, and Elenwen, representing the Aldmeri Dominion to ensure the White-Gold Concordant is upheld.

Battle for Windhelm[]

Tullius will deliver a speech in an attempt to bolster his troops' courage and lead the siege on Windhelm as it is bombarded by catapult fire from the Eastmarch Imperial Camp. He and Legate Rikke will follow the player across the city until they reach the Palace of the Kings. Once there, the general demands Ulfric and his second-in-command, Galmar Stone-Fist, to surrender, making it clear that, one way or another, the general would be sending their heads back to Cyrodiil to present to the Emperor. Immediately after, a fight ensues and, once Ulfric is defeated and Galmar slain, he will ask Tullius to let the Dragonborn kill him, saying it will make for a better song, though the player may refuse and let the general have the honor. Following this, Tullius and Rikke step out and the former delivers a second speech to his troops, reassuring that the war is over and they can return home. In addition, he promises higher wages for the Legionnaires in Skyrim and pensions for the families of the fallen. If interacted with, the Imperial soldier will comment on his newly developed respect for the Nords and claims he will not return to Cyrodiil for quite some time, claiming that, despite his discomfort with Skyrim's cold weather, he has come to see the province as a home.

Stormcloaks[]

Battle for Solitude[]

If the Dragonborn joins the cause of the Stormcloaks, General Tullius is defeated alongside his second-in-command, Legate Rikke. After a brief exchange of words, the Dragonborn is offered a chance by Ulfric Stormcloak to personally execute Tullius. Whether the Dragonborn defers to Ulfric to kill Tullius or ends the general's life themselves, Tullius will be killed one way or another. Before his death, Tullius concedes that Ulfric and the Stormcloaks had a point regarding the decadence of the Third Empire and the uncertain future Skyrim faces, but with his last words, he claims the Imperials are not the villains and warns Ulfric that the Civil War ultimately benefited the Thalmor and the Aldmeri Dominion the most.

I helped Hadvar escape. He said he'd vouch for me. (If Hadvar was followed out of Helgen) "Hadvar's alive? I hope that's true. He's a damn good soldier. But he hasn't reported in yet, so he can't exactly confirm your story. In the meantime, why don't you have a chat with Legate Rikke?"
I was set free. I could've gone anywhere. I came here to fight for the Empire. "I suppose that's true. Fine. Why don't you have a chat with Legate Rikke?"
"I suspect we might have use for someone resourceful like you. Not many survived Helgen. Besides, I'm sure your being imprisoned was all a terrible misunderstanding."

If left before answering Tullius' first question:

"There something I can I do for you? Perhaps direct you to the nearest prison..."

Regular dialogue:

"Speak with Legate Rikke. She will determine if you are Legion material."

What will it take to end the war? "Ulfric Stormcloak's head rolling away from his lifeless body."
What's the Imperial Legion doing in Skyrim? "The Legion's always been here. Without us to keep order, the provinces would fall into barbarism and lawlessness. Especially Skyrim. Take for example, Ulfric Stormcloak and his little "rebellion." But rest assured, his days are numbered."
Have you always lived in Skyrim? "I'm originally from Cyrodiil, sent here at the request of the Emperor himself. I'm often ordered to places with problems that need fixing. Now, while I'm certain this is all terribly interesting to you, I have important matters to attend."

At the Thalmor Embassy:

"I need another drink"

This must be awkward for you. "That's putting it mildly. The Thalmor invited me here to remind everyone that they can tell the Empire what to do. I would refuse, but I don't want to jeopardize the peace between us."
What do you know of our host? "Elenwen is a formidable woman. She lacks for neither cunning nor ambition. Now that I think of it, she would have made a fine Imperial general."

"Keep an eye on these Thalmor. You never know..."

In Castle Dour:

"Hmm?"

I need a prisoner released from Northwatch Keep. "The Thalmor? Do you have any idea what you're asking? I'm sorry, that's just not possible. It would cause far too many problems."

"Dismissed."

Originally, Tullius was also able to agree to the request:

"Hmm?"

I need a prisoner released from Northwatch Keep. "The Thalmor? Do you have any idea what you're asking? I can only imagine the headaches this is going to cause... Here, take this. Assuming they even honor it, you should be able to get your prisoner out."

I have a message from the Greybeards. "The Greybeards? What do those old hermits want with me?"
They're convening a peace council at High Hrothgar. "Why? There's nothing to discuss as long as that traitor Ulfric is in arms against his rightful Emperor."
We need a truce until the dragon menace is dealt with. "They are getting to be a problem. But I wasn't sent to Skyrim to fight dragons. My job is to quell this rebellion, and I intend to do just that, dragons or no dragons."
The dragons are a bigger problem than the Stormcloaks right now. (Persuade)
"You may have a point. It's getting difficult to even move troops around without attracting a dragon attack. By all accounts the Stormcloaks are suffering just as badly. Even Ulfric might see the sense of a truce under these conditions." (Success)
"I'll be the judge of that. Besides, by all reports the Stormcloaks are suffering just as much as we are from these dragon attacks." (Failure)
Ulfric has already agreed to attend. (Only if spoken to Ulfric prior) "Has he? I suppose he doesn't want to miss a chance to bluster about the Empire's many crimes. He's probably hoping I'll refuse so he can blame the Empire for being unreasonable. I think I'll have to disappoint him yet again."
The best time to negotiate is from a position of strength. (This option appears in game, however, in the Creation Kit, this dialogue line is listed as "I think you know it's not as simple as that.") "Fair enough. We're driving the Stormcloaks back well enough at the moment, but we're already overstretched. That's what comes of trying to win a war with a bare handful of legions. If the Emperor would just give me the reinforcements I've requested!"
Why won't the Emperor send more reinforcements? "Most of the Legion is tied down on the border with the Aldmeri Dominion. The Emperor can't afford to risk weakening Cyrodiil's defenses. From the Imperial City, our war here is just a sideshow. An interlude before the main event against the Thalmor resumes."
Neither side is making much headway. What's the harm in talking to Ulfric? (This option does not appear in the final version of the game) "Ulfric's insurrection has reached its high tide. Soon enough the rebel Jarls will realize what it means to oppose the Empire. But, as you say, these negotiations may offer a chance for his supporters to gracefully return to the Imperial fold."
You're not going to win this war on the battlefield. (This option does not appear in the final version of the game) "I think you overestimate Ulfric's chances. He's stretched himself too thin. But... we could use the breathing space to regroup."

The Empire can't afford to snub the Greybeards. "Hmm. You may have a point. I'm always surprised by how seriously the Nords take these things."

When Elenwen is brought up during the Council:

I accept your offer. I'd like to join the Imperial Legion. "Excellent! You aren't the first to have a change of heart, after seeing what Ulfric's reckless pride is doing to Skyrim."
How can I help? "Come see me in Solitude when this is all done. The Emperor can always use another good soldier."
You and Ulfric are both mistaken. I fight for Skyrim's freedom. "I'm sorry to hear that. I thought you'd finally seen through Ulfric's lies."

As part of cut content, General Tullius had several responses depending on the course of the meeting:

"Your actions here were a disgrace. You betrayed your oath to the Emperor at every turn."
"You are hereby dishonorably dismissed and removed from the rolls of the Imperial Legion."

Sorry, sir. I was trying to come to a fair agreement. "Fair? This is war, soldier. War's about winning, not being fair to the enemy."
I did what I thought was right.
"I'm sure that will be comforting to your comrades that gave their lives for the territory you just handed to Ulfric."

"You should think harder on your oath to the Emperor next time you're deciding what's right."
I thought the Empire needed to be taken down a notch.

  • "By holding onto Falkreath, we control access to the Reach, Whiterun, and the Rift. Ulfric will try for it soon. We'll be there to stop him."
  • "Hjaalmarch is an important buffer zone between the rebel forces and the capital. Ulfric will try to break through at some point."
  • "Ulfric will want to take Whiterun from us. But we will hold fast. We can't give the rebellion free reign [sic] [Do not change this to rein. This misspelled word is how it appears in-game.] through the center of Skyrim."
  • "Controlling the Pale gives Ulfric a port town and takes the pressure off of Windhelm. But it's only a matter of time before it's back in our hands."
  • "There's not much up there, but if we can regain Winterhold, our proximity to Windhelm should keep Ulfric wary and wasting troops garrisoned at home."
  • "We will oust Ulfric from Windhelm soon enough. And when we do, I'll have his head on a plate."
  • "We need the Rift. We need to regain control of it before we can march on Windhelm without worry about our rear guard."

  • "I can't believe we lost Whiterun. The rebels have a great advantage in controlling the center now. We must take it back!"
  • "I fear losing Falkreath may give too much advantage to Ulfric. The rebels now control access to the Reach, Whiterun, and the Rift. I want it back."
  • "I'm losing my patience with this damn war. We must take Hjaalmarch back! The Stormcloaks will be beating upon the doors of the capital soon."
  • "We need to stem the flow of silver to the rebellion. Until we retake the Reach, the Stormcloaks will plunder it's mines to fund further violence."

After claiming all of Skyrim except Windhelm as an Imperial:

  • "Taking control of the Rift was a great victory. Ulfric must be rather nervous with us so close to his door step."
  • "Now that we have Winterhold, I can garrison some troops there until I'm ready to march on Windhelm."
  • "Taking the Pale gives us another port in Dawnstar, and puts us within striking distance of Windhelm. That should make Ulfric a bit more cautious, eh?"

In Castle Dour:

"In joining the Legion, you'll be taking an oath binding you to the service of the Emperor and thus to every citizen of the Empire."

Actually, I'm not sure. I need to think about it. "I see... Well, the Legion will still be here when you change your mind. Rikke believes in you. And I'm starting to see why. Consider this. What greater glory than to serve the Emperor and his citizens here in Skyrim, in these days of greatest need?"

Here's the Jagged Crown. Legate Rikke sent me to deliver it to you. "Excellent work, soldier. I have to admit, I had my doubts it even existed. Did you run into any any trouble?"

Nothing I couldn't handle. "That's what I like to hear. I'll get the full report from Legate Rikke."
We lost a lot of good men. I hope it was worth it. "That's not for you to decide. Soldier. I wouldn't have sent you in the first place if it wasn't going to be worth it."
The Stormcloaks were there ahead of us. "Yes. Well, I didn't respond as quickly to the Legate's suggestion as perhaps I should have. But at least we ended up with the damn crown."
"Now then... I need someone I can trust to deliver a message of great import to Jarl Baalgruf of Whiterun. We have it on good authority that Ulfric has raised enough men to attack the city of Whiterun. The Jarl, however, refuses the Legion's support. This missive should convince him. Be aware soldier, these documents contain sensitive intelligence for the Jarl's eyes only."

If the Dragonborn joined the Stormcloaks:

I'd like to join the Imperial Legion. "You... you were at Helgen. One of the prisoners. What makes you think I'm interested in someone like you for the Legion?"

I brought you the crown from Korvanjund. "You... what? How could you possibly... Oh, so you're trying to play both sides, is that it? What do you really want?"
I just want to join the Legion. Consider the crown a gift. "Well... you did show remarkable initiative. And you didn't have to bring the crown to me... But let me warn you - joining the Legion is for life. Any previous loyalties... I trust we understand each other. You can prove your new allegiance to me, by delivering an important message to the Jarl of Whiterun."
Yes, sir! "We have it on good authority that Ulfric has raised enough men to attack the city of Whiterun. The Jarl, however, refuses the Legion's support. This missive should convince him. Be aware soldier, these documents contain sensitive intelligence for the Jarl's eyes only."
Never mind. "You'd do well to get out of here before I change my mind and have you locked in irons..."

In Castle Dour:

"By defeating Ulfric at Whiterun we have solidified the allegiance of the Jarl. Perhaps the Stormcloaks will soon lose heart for this little rebellion of theirs once and for all. I'm promoting you to Quaestor. Take this blade, a symbol of your new station and responsibility. I'll keep an eye on your progress. The Empire rewards excellence, and so do I."

What are my new orders, sir? "You'd be wasted as a regular soldier. I have special plans for you. You'll be of greater use to me with greater flexibility. Make your way to our hidden military camp in the Pale. Rikke will have important tasks for you, and will need you when we reclaim the capital."
What will I be doing in the field? "You'll be doing whatever Rikke tells you to do. And I expect you to find creative ways to disrupt the Stormcloaks along the way."
Understood. "For the Emperor!"

If the Dragonborn fled during the Battle of Whiterun:

"By defeating Ulfric at Whiterun we have solidified the allegiance of the Jarl. Perhaps the Stormcloaks will soon lose heart for this little rebellion of theirs once and for all. However, I'm disappointed to hear that you fled from the field of battle. We do not reward cowardice in the Legion. I expect better of you."

In Castle Dour:

"Taking the Pale gives us another port in Dawnstar, and puts us within striking distance of Windhelm. That should make Ulfric a bit more cautious, eh? Battles are won by trained and disciplined men. Wars are won by talented and exceptional individuals. I'm raising you to Praefect. Take this blade, as a gift and symbol of your new rank. You've earned it."

What's next? "You've little time to glory in your accomplishments. We're gathering for our final assault on Windhelm. Report to our camp in Eastmarch."

In the Palace of the Kings:

"Song or not, I just want it done."

I've had my fair share of killing today. "Well, I'm not quite done myself."
I won't give him the satisfaction. "Fine by me."

After Galmar is killed and Ulfric is on his knees:

Ulfric: "Let the Dragonborn be the one to do it. It'll make for a better song." Tullius: "Song or not, I just want it done."

After deciding who gets to kill Ulfric:

Rikke: "Talos be with you..." Tullius: "What was that, Legate?" Rikke: "Nothing. Just saying goodbye." Tullius: "Well, the men will be expecting some kind of speech. And we'll need to hand the city over to that Free-Winter fellow." Rikke: "Brunwulf. Yes, I've sent men to protect him and bring him here. Windhelm will need a government quickly if we are to prevent more violence." Tullius: "The Legion will be staying here for quite some time. I don't expect there to be any further violence."

After leaving the palace:

Rikke: "Attention! General Tullius has an announcement!" Tullius: "The rebellion is over! Ulfric Stormcloak is dead!" Imperial Soldiers: (Cheer:

Tullius: "His head will be sent to Cyrodiil where it will adorn a spike on the walls of the Imperial City! Let this day be a final warning to those who still call themselves Stormcloaks! We are turning the city over to Brunwulf Free-Winter, an honorable and faithful man! Many of you will be staying in Windhelm to aid the Jarl in restoring order and stamping out any embers of rebellion that may still smolder here! Trivia[]

  • General Tullius is voiced by Michael Hogan. Hogan also voiced Doc Mitchell in Fallout: New Vegas, another Bethesda publication. Hogan is also notable for his roles as Saul Tigh, the XO of the Galactica, in the sci-fi series Battlestar Galactica, and as Captain Bailey in Mass Effect 2 and Mass Effect 3.
  • It is possible to meet Tullius walking with Elenwen below Helgen immediately following the attack. He is heading west, so it is necessary to go to the left of the Guardian Stones until you reach another road heading that way if one wishes to meet him. His dialogue is the same as if he is standing inside Castle Dour.
  • Tullius's coffin can be found inside the Solitude Catacombs, along with Legate Rikke's, if the Dragonborn sides with the Stormcloaks in the Civil War.
  • After the battle, General Tullius says that he suspects that a second war with the Aldmeri Dominion may happen sometime in the future as he talks about how he is "not sure about the peace with the Thalmor."

  •  PC   360   PS3   If Tullius promotes the Dragonborn to Praefect, he says "Take this blade, as a gift and symbol of your new rank. You've earned it." However, sometimes Tullius gives a shield instead of a blade.
  •  PC   360   PS3   During "Reunification of Skyrim," Tullius may give the reward for rallying a hold, but afterwards his script acts as if the deed was not completed, preventing further objectives from being obtained.
  •  PC   360   PS3   In the "Battle for Solitude," during the scripted interaction between Tullius, Rikke, Ulfric, and Galmar, Tullius can be "killed" before he is supposed to be. He will lay on the ground and, like any dead body, can be moved, but he continues to blink and continues dialogue with Ulfric and Galmar after Rikke is killed. After Ulfric gives you the honor of killing him, the slightest damage will kill him and the quest will show as completed and can be continued.
  • Occasionally, immediately after "Unbound," he and Elenwen can be found wandering the woods near Riverwood.
  •  360   If, during "Battle for Windhelm," Tullius was using a bow before entering the Palace of Kings, he may not sheathe the weapon, and when he asks the player if they want to kill Ulfric and they refuse, Tullius will do nothing but stand there with his bow in hand. Killing Ulfric will cause Tullius to then continue on as if nothing happened.
  •  360   If Tullius is told to kill Ulfric at the end of "Battle for Windhelm," he will use a power attack as if he was dual-wielding swords, though he only uses one.
