Gilgondorin is an Altmer and the proprietor of the Bravil inn, Silverhome on the Water.
Gilgondorin has a part in the side quest "The Forlorn Watchman." He will tell the Hero about the ghost and the Mouth of the Panther.

Asking about rumors in Bravil will reveal for the Hero that there is something ghostly happening outside town and people will point to Gilgondorin at the Silverhome on the Water.
