The Great Moot was the governmental body of the Ebonheart Pact.[1] Although there is a leader of the Ebonheart Pact, he did not have absolute power over the entire alliance and all governing decisions had to be brought up and discussed in the Great Moot to be approved. In the year 2E 572, during the Akaviri Invasion, the Akaviri were advancing towards Riften. The Nords pushed them into Morrowind and the Dunmer and Argonians converged upon the Akaviri forces and destroyed them. Three weeks later, Jorunn was crowned High King in Windhelm's throne room.[2]

In 2E 582, the Great Moot reconvened atop Skuldafn to seal their alliance, where Jorunn accepted the role of High King of the Pact after his brother Fildgor was slain.[3]
