A global auction house system does not exist in the Elder Scrolls Online. Instead, each guild has access to their own individual store, or auction house, that only their members may use. Since there is nearly no limit to the amount of players that may be in one alliance at a time, a person would be able to invite nearly everybody in the server to an alliance to create a server-wide economy. One such guild is the Merchant's Alliance on the North American server. They are the largest trading/buying/selling alliance to date. Since a player may be in up to 5 alliance simultaneously, this won't hinder your ability to participate in PVE or PVP content. If you are playing in North America and would like to have access to an auction house, ask in /zone chat for a member of the Merchant's Alliance to invite you.

Guild stores allow players to trade between members of the same guild, or, if a keep has been captured by a guild, between anyone in that alliance.
