Healing surge is a desired spell for those who want to be able to heal at later levels, for free and quicker. This is quite useful and can help in a fight where damage is avoidable, or reduced. It also helps the user survive multiple fights.
The down side is it encourages hoarding stamina, but an easy way to handle this is to simply not use it in the wrong fights.
