Hestra was the Empress of the Alessian Empire during the early First Era. She is known to have believed that when the Dragon Break of the Middle Dawn occured, Cyrodiil "became an Empire across the stars."[2]

Reign[]

While details regarding the rule of Empress Hestra are scarce, it is known that she invaded the Reach and took a hard stance against piracy along the eastern coastline of the Topal Bay.

Around 1E 1030, ten kings ruled over the then-independent kingdoms of the Reach. The Reachmen were constantly warring with themselves, and not a united force. Empress Hestra invaded from the south. Despite the kings of the Reach standing opposed to the Empress, her legions proved too much, and one by one the kings either submitted to the Empress, or were slain in battle.[1]

The last major site of battle was at the Sundered Hills, where the Reachmen slew numerous patrols and garrisons though ultimately to no avail as reinforcements came just as fast as they were defeated. Faolon would consort with a Hagraven and over the course of two years, the Reachmen had almost achieved victory. Hestra sent an even larger force north, which ultimately ended up routing after Faolon slew a thousand of their forces,[1] or a full legion.[3]

In 1E 1033, to combat piracy along the coastline of the Topal Bay, she ordered the death of the most infamous of these pirates, named "Red" Bramman." Afterwards, the Legion advanced deeper into Black Marsh, establishing settlements along the pirate routes untiul the pirates were dealth with, after which they left Black Marsh.[4]

Late in her reign, Empress Hestra improved the road network of Cyrodiil, and it is also believed that the Hestra Rune Stones were named after the Empress.[5]
