Hircines Ring is a daedric Artifact, a ring which was created by the daedra prince Hircine. He has the power to convert bearer for a certain time into a Werewolf.

In The Elder Scrolls III: Bloodmoon the Nerevarine had to compete against Hircine in a ritualistic hunt. As a result of the betrayal from the Skaal Chieftain Tharsten Heart-Fang during the hunt, the Nerevarine had to kill him whereupon Hircines Ring appeared on the finger of the Nerevarine.

You'll get it after completing the main quest for Hircine.
