A Hortator is a special position given to a leader of a Great House (i.e. Hlaalu, Redoran, Telvanni), who leads them in times of crisis. This position is only granted in times of extreme danger, and so it is very rare for there to be a Hortator in Morrowind. In order for the position to be given, the leader of the House must first be convinced of the need for the position.


One of the last Hortators was Indoril Nerevar, who led the Dunmer in the Battle of Red Mountain. In The Elder Scrolls III: Morrowind, the player must convince the leaders of the three great houses of the threat of House Dagoth, and this is part of the main Quest.
