Hrondar Highlander is a Nord smuggler living in Hla Oad. He can be found in Fadila Balvel's House, possibly hiding from the authorities. He openly admits to being a smuggler.
Apparently, he has had some dealings with Velfred the Outlaw. If the Nerevarine kills Velfred, Hrondar will say that it "serves him right."
