It can be crafted at a forge using two leather strips and four steel ingots.
Variants
Around Skyrim you can find a light armor variant of this shield, however it cannot be crafted at a forge. One of the light armor variants can be found at the shrine of Talos that is located at the top of the hill where Froki's Shack is situated.
