Istar Cairn-Breaker is a Nord warrior and a Commander of the Stormcloaks.
Location
He can be found inside a tent in the Haafingar Stormcloak Camp right next to Dragon Bridge, and can later be found in Solitude if siding with the Stormcloaks and completing the Civil War questline. As an essential NPC, Istar cannot be killed without the use of console commands or mods. This appears to cease once Legate Rikke gives the order to eradicate the Stormcloak camps after the end of the Battle for Windhelm quest.
