It is found inside the Hall of Justice in Vivec City's Temple Canton. It contains three offices of high-ranking Ordinators, one of them belongs to the Grandmaster of Ordinators on Vvardenfell, Berel Sala.[1]

In the corner of the main room, there is a locked trap door on the floor half hidden under a carpet, it is the entrance to the Hall of Justice Secret Library. The key to this trap door is carried by Tholer Saryoni, who is located in the High Fane.
